Speaker Johnson Unable To Tame The GOP

As the new year unfolds, House Speaker Mike Johnson, a Republican from Louisiana, will confront a host of challenges upon his return to Washington, D.C. These challenges encompass navigating two imminent government-shutdown deadlines and crafting comprehensive legislation that addresses both the funding for Ukraine’s defense against Russia and the control of migrant influx across the U.S.-Mexico border.

However, perhaps one of the most formidable challenges Johnson faces pertains to his standing within the Republican conference. While initially enjoying a period of grace from conservatives after assuming the role following the removal of Kevin McCarthy in October, signs indicate that this goodwill is waning. Representative Tim Burchett from Tennessee, among the eight Republicans who voted against McCarthy, emphasized a readiness to take firm positions, signaling a potential shift in the dynamics within the party.

Johnson’s attempts to appease hardline factions within the Republican Party have drawn criticism from various quarters. Representative Max Miller from Ohio denounced Johnson for linking Israel aid to IRS funding cuts, labeling the move as “disgusting” and a “gimmick.” Moderates within the GOP expressed frustration over efforts by hardliners to insert socially conservative policies into financial service spending bills.

Discontent with Johnson’s decision to postpone votes on legislation related to government surveillance and funding has also surfaced among House Republicans. The delay in voting on the reauthorization of Section 702 of the Foreign Intelligence Surveillance Act and government funding sparked dissatisfaction, with some members highlighting Johnson’s reversals on issues like the short-term FISA extension in the National Defense Authorization Act.

As the specter of a presidential election looms in the coming year, many Republicans are eager to avoid internal discord. Representative Tom Cole from Oklahoma stressed the importance of finding common ground between Democrats and Republicans to advance legislative agendas without succumbing to partisan divides.
