A top Republican senator is proposing a surprising new strategy that could end the government shutdown fast—while still delivering a major win on immigration enforcement.
Sen. John Kennedy (R-La.) revealed a bold plan that would allow President Donald Trump and Republicans to outmaneuver Democrats and push forward key border security priorities without compromise.
Kennedy’s Plan Could Change Everything
During an appearance on Sunday Night in America with Trey Gowdy, Kennedy laid out a two-step approach that is already turning heads in Washington.
First, he says Republicans should accept a Democrat-backed deal to reopen the government—even if it excludes funding for Immigration and Customs Enforcement (ICE).
But that’s where the deal ends.
“I would take their offer to reopen the government without ICE,” Kennedy said. “Then immediately pass a reconciliation bill to fully fund ICE—with Republican votes only.”
That second step is critical.
Using reconciliation, Republicans would not need a single Democrat vote to restore full ICE funding—effectively bypassing the gridlock entirely.
Republicans Already Have The Power
Kennedy emphasized that this isn’t just theory—it’s already been done.
Republicans previously passed major legislation using reconciliation rules, proving they can act independently when needed.
That means, under this plan, conservatives could:
- Reopen the government quickly
- End the shutdown pressure
- Fully restore ICE funding shortly after
- Avoid Democrat obstruction entirely

Shutdown Chaos Is Getting Worse

Transportation Security Administration (TSA) agents are working without pay—and many are reaching a breaking point.
Reports indicate some agents are considering calling out sick or quitting altogether, which is already causing:

Kennedy didn’t sugarcoat the situation.
“What we’re doing right now is hurting every TSA worker and DHS employee who should be getting paid,” he said.

“The truth is, Democrats aren’t going to vote for anything tied to ICE,” he said. “That’s the reality.”
