In what officials are calling the largest welfare fraud scheme in American history, the Trump administration has revealed a billion-dollar scandal centered in Minnesota’s Somali community—one that is now sending shockwaves through state politics and raising urgent questions about federal oversight.
White House Deputy Chief of Staff for Policy Stephen Miller, a top Trump advisor, delivered a stunning assessment during an appearance on Fox News.
“This is the single greatest theft of taxpayer dollars through welfare fraud ever recorded,” Miller said. “And we have only scratched the surface. The scope of this will shake Minnesota politics—and national politics.”
Billion-Dollar Fraud Scheme Exposed
Federal prosecutors say the plot revolved around pandemic programs designed to feed low-income children, but instead funneled massive sums of taxpayer money into shell nonprofits, fake LLCs, and fraudulent meal programs.
So far:
- Nearly 80 individuals have been charged
- 59 defendants have already been convicted
- The total fraud uncovered is over $1 billion and rising
Investigators believe the operation exploited weak oversight and targeted programs that moved federal dollars quickly during the pandemic.
One group, Feeding Our Future, is accused of submitting fake invoices and fabricated meal counts, giving the appearance of feeding thousands of children each day while siphoning massive payments for themselves.
Prosecutors say the group’s goal was simple:
“Take as much money as possible while pretending to feed kids.”
Pressure Mounts on Minnesota Gov. Tim Walz
The growing investigation is putting intense political heat on Minnesota Gov. Tim Walz, whose administration oversaw many of the programs now under scrutiny.
Minnesota House Republican Leader Harry Niska said the revelations are only the beginning:
“The scrutiny is intense and it’s going to get even more intense. These programs were shoveling money out the door to anyone who opened an LLC.”
Niska added that this scandal represents a systemic failure, not a single oversight issue.
Trump Responds: ‘We Don’t Want This Happening in America’
President Trump addressed the scandal directly, arguing that communities must be held accountable for massive fraud operations that drain taxpayer resources.
“They contribute nothing. We don’t want this here,” Trump said during a Cabinet meeting. “If people are abusing our system, they should not be in our country.”
His remarks follow an earlier online message warning that individuals involved in large-scale fraud should be removed from the United States if they are not citizens.
Minnesota’s Somali community—estimated at 80,000 residents—includes Rep. Ilhan Omar, who has drawn criticism after being photographed with one alleged fraud participant, Abul Dahir Ibrahim, a man with a long criminal history and decades-old removal orders.

The Trump administration has now opened several high-level federal probes to uncover every dollar lost and determine whether any taxpayer funds were funneled into extremist networks.
New investigations include:
• Paycheck Protection Program (PPP) Fraud Probe
Ordered by Small Business Secretary Kelly Loeffler to uncover misuse of pandemic business loans.
• Treasury Department Investigation
Led by Secretary Scott Bessent, examining whether any stolen money was diverted abroad—including to groups hostile to U.S. interests.
• Medicaid and Medicare Fraud Review
CMS Director Dr. Mehmet Oz has launched a federal audit into potential healthcare fraud tied to the same networks.
Officials say more indictments and arrests are expected.

Stephen Miller emphasized that the full impact of this revelation has yet to be felt.
“This isn’t just a Minnesota scandal,” he said. “This is a national warning about what happens when oversight collapses. The American people deserve answers.”
