On Wednesday, a fleet of Russian warships navigated into Cuban waters, preparing for military exercises in the Caribbean. This strategic move appears to be a direct message to President Biden following his approval for Ukrainian forces to target certain locations within Russia using American weaponry. Rebekah Koffler, a strategic intelligence analyst and author of “Putin’s Playbook,” suggests that Russian President Vladimir Putin is sending a clear signal to Washington: “we can reach you.”
According to Koffler, Putin’s proximity to the U.S. during the escalating Russia-Ukraine conflict is deliberate. She highlights that if Ukrainian strikes hit critical Russian targets near major cities, the Russian military could potentially enable Cuban forces to target the U.S. or its interests. This deployment underscores the heightened tensions and potential for broader conflict implications.
The Russian naval contingent, including three warships, made a prominent entrance into Havana Bay with a 21-cannon salute. A nuclear-powered submarine, the Kazan, is also anticipated to join, although Russia asserts it is not armed with nuclear weapons.
This naval arrival follows recent comments by Putin hinting at possible authorization of strikes on U.S. territory via proxy nations, mirroring what he claims the U.S. is doing in Ukraine. Benjamin Gedan, director of the Latin America program at the Washington-based Wilson Center, interprets the presence of these warships as a reminder to the U.S. of the discomfort of foreign interference in nearby regions. It also signals solidarity to Russia’s regional allies, such as Cuba and Venezuela.
Last week, Putin directly threatened to supply weapons to countries neighboring the U.S., questioning why Russia shouldn’t have the same right if the U.S. supplies arms to Ukraine to strike Russian territory.
President Biden’s approval at the end of May for Ukraine to use American missiles on Russian soil has intensified the conflict. Despite this support, Ukrainian forces have struggled in their counteroffensives against Russian troops. Furthermore, Biden’s decision to arm Ukraine’s controversial Azov Battalion, known for its neo-Nazi affiliations and its role in Russian propaganda against Ukraine, has added another layer of complexity to the ongoing war.
