A new memo from the Trump administration directs federal agencies to submit plans by March 13 outlining how they will eliminate employee positions. This is a crucial step in fulfilling the president’s ongoing promise to streamline government operations and reduce wasteful spending.

The memo signals an expansion of Trump’s campaign to downsize what he has long called a bloated and ineffective federal bureaucracy. The administration has already made significant cuts, including firing thousands of probationary employees, and now it is focusing on career civil service employees who are protected by federal employment laws. The goal is not only to lay off employees but to eliminate entire positions, which could result in a drastic shift in how government functions.

Trump’s plan is clear: the federal government is too expensive, inefficient, and saddled with debt, and it is failing to deliver results for the American people. This memo, issued by Russell Vought, the director of the Office of Management and Budget (OMB), and Charles Ezell, the acting director of the Office of Personnel Management (OPM), underscores the need for reform.

This directive follows the president’s earlier executive order, signed in collaboration with tech entrepreneur Elon Musk, who has been advising Trump on ways to make government operations more efficient. The executive order called for agencies to begin preparing for “large-scale reductions in force” (RIF), with the aim of dramatically cutting government size and improving performance.

Several agencies have already begun taking action. For example, the General Services Administration, which oversees federal real estate, notified employees that it would initiate a reduction in force and promised to make the process as fair and dignified as possible.
